Jallianwala Bagh massacre holds an important place in the history of Indian freedom movement. This incident is marked as the beginning of the end of the British empire. It also laid down the democratic and secular foundation on which our freedom was achieved.
Today, communal harmony, democratic and secular values are under threat. It is pertinent to remind our new generation and common people at large that how indian people arose above their narrow identities of region, religion, caste, creed and gender to participate in the independence struggle. These values are the highest humanist values which we need to enhance today. The sacrifices made by common people need to be respected. This volume is a sincere effort towards this purpose.

]]>ਡਾ. ਸਰਬਜੀਤ ਸਿੰਘ ਦੀ ਆਲੋਚਨਾ ਪੁਸਤਕ ‘ਵਿਹਾਰ ਤੇ ਵਰਤਾਰਾ’ ਮਹਿਜ ਸਮੀਖਿਆ ਨਿਬੰਧਾਂ ਦੀ ਪੁਸਤਕ ਨਹੀਂ ਹੈ ਸਗੋਂ ਇਹ ਨਿਬੰਧ ਭਾਰਤੀ ਅਤੇ ਪੰਜਾਬੀ ਸਮਾਜ ਵਿਚ ਉਤਪੰਨ ਹੋਏ ਵਿਭਿੰਨ ਵਰਤਾਰਿਆਂ ਦੀ ਥਾਹ ਪਾਉਂਦੇ ਹੋਏ, ਉਨ੍ਹਾਂ ਪ੍ਰਤੀ ਇਕ ਵਿਚਾਰਧਾਰਕ ਦ੍ਰਿਸ਼ਟੀ ਵੀ ਪ੍ਰਦਾਨ ਕਰਦੀ ਹੈ। ਇਹ ਵਰਤਾਰੇ ਸਮਾਜਿਕ ਵਿਵਸਥਾ ਅੰਦਰ ਤਿੱਖੇ ਅਤੇ ਤੇਜ਼-ਤਰਾਰ ਤਾਂ ਹਨ ਹੀ ਪਰੰਤੂ ਸੰਵੇਦਨਸ਼ੀਲ ਵਧੇਰੇ ਹਨ। ਇਨ੍ਹਾਂ ਪ੍ਰਤੀ ਬਾਹਰਮੁਖੀ ਅਤੇ ਵਿਗਿਆਨਕ ਸਮਝ ਤਿਆਰ ਕਰਨਾ ਸਹਿਜ ਕੰਮ ਨਹੀਂ ਕਿਉਂਕਿ ਜਿਸ ਕਿਸਮ ਦਾ ਇਹ ਰੂਪ ਅਖ਼ਤਿਆਰ ਕਰ ਗਏ ਹਨ, ਉਨ੍ਹਾਂ ਨੂੰ ਖੰਘਾਲਣਾ ਤੇ ਫਿਰ ਉਨ੍ਹਾਂ ਨੂੰ ਸਹੀ ਦਿਸ਼ਾ ਵੱਲ ਤੋਰਨਾ ਨਿਸ਼ਚੇ ਹੀ ਵਿਚਾਰਧਾਰਕ ਸੂਖ਼ਮਤਾ, ਸਪੱਸ਼ਟਤਾ ਅਤੇ ਪ੍ਰਤੀਬੱਧਤਾ ਦਾ ਕੰਮ ਹੈ। ਡਾ. ਸਰਬਜੀਤ ਸਿੰਘ ਨੇ ਇਹ ਕੰਮ ਕਰਦਿਆਂ ਸਿਰਫ਼ ਸਾਹਿਤਕ ਹੀ ਨਹੀਂ ਸਗੋਂ ਸਮਾਜਿਕ ਜ਼ਿੰਮੇਵਾਰੀ ਨੂੰ ਵੀ ਨਿਭਾਇਆ ਹੈ।
ਪੰਜਾਬੀ ਮੈਟਾ ਸਮੀਖਿਆ ਨਾਲ ਸਬੰਧਿਤ ਨਿਬੰਧਾਂ ਵਿਚ ਉਸ ਦੀ ਦ੍ਰਿਸ਼ਟੀ ਆਲੋਚਨਾ ਦੀ ਸਮਾਜਕਤਾ ਨੂੰ ਸਮਝਣ ਉੱਪਰ ਕੇਂਦਰਿਤ ਰਹਿੰਦੀ ਹੈ। ਆਲੋਚਨਾ ਮਹਿਜ਼ ਸਾਹਿਤਕ ਪ੍ਰਵਚਨਾਂ ਦੀ ਪੜ੍ਹਤ ਜਾਂ ਅਧਿਐਨ ਮਾਤਰ ਨਹੀਂ ਹੈ ਸਗੋਂ ਇਨ੍ਹਾਂ ਰਾਹੀਂ ਸਮਾਜਕ ਸੰਘਰਸ਼ਾਂ ਅਤੇ ਸ਼ਕਤੀਆਂ ਦੇ ਸਮੀਕਰਨਾਂ ਦੀ ਵਿਚਾਰਧਾਰਕ ਵਿਆਖਿਆ ਵੀ ਹੈ। ਡਾ. ਸਰਬਜੀਤ ਸਿੰਘ ਇਨ੍ਹਾਂ ਨਿਬੰਧਾਂ ਰਾਹੀਂ ਸਮਾਜ ਵਿਚ ਉਤਪੰਨ ਹੋਏ ਵਰਤਾਰਿਆਂ ਦੀ ਵਿਹਾਰਕ ਸੂਝ ਪ੍ਰਦਾਨ ਕਰਦਾ ਹੈ। ਪੰਜਾਬੀ ਸਮੀਖਿਆ ਦੀ ਧੁਰ ਡੂੰਘ ਵਿਚ ਕਾਰਜਸ਼ੀਲ ਵਿਚਾਰਧਾਰਕ ਅੰਤਰ-ਦ੍ਰਿਸ਼ਟੀਆਂ ਦਾ ਨਿਖੇੜਾ ਤੇ ਉਨ੍ਹਾਂ ਦਾ ਇਤਿਹਾਸਕ ਵਿਵੇਕ ਇਨ੍ਹਾਂ ਨਿਬੰਧਾਂ ਦੀ ਪ੍ਰਾਪਤੀ ਹੈ।
